States ask FCC's OK to jam prison cell phones

By MEG KINNARD (AP) — A Southern prison official says correctional leaders from more than two dozen states have signed a petition asking permission to jam cell phone signals inside state penitentiaries and thwart inmates' forbidden phone calls. South Carolina Corrections Director Jon Ozmint said his petition was filed Monday with the Federal Communications Commission. He said it bears signatures from corrections directors in 25 states and three cities. Ozmint says contraband cell phones allow inmates to communicate and plan other crimes. Inmates in several states have been accused of doing just that. Under current law, however, the FCC can only allow federal agencies — not state or local authorities — permission to jam cell phone signals.

Policies to Promote Rural Radio Service

The FCC has adopted a Notice of Proposed

Rulemaking (NPRM), seeking comment on a number of procedures designed to

streamline the process of allocating new FM channels and AM frequency assignments,

with an emphasis on encouraging policies that foster new and modified channel

assignments favoring smaller communities, rural areas, and Native American and Alaska

Native tribal areas. The Commission proposes a number of rule and procedural changes

addressing channel assignment and allotment priorities under Section 307(b) of the

Communications Act of 1934, as amended, including proposing a new priority for Native

American and Alaska Native tribes and their members seeking to provide new radio service

to tribal lands. The Commission also proposes a number of smaller but significant procedural changes designed to make the allotment and assignment of radio channels more efficient.

We are taking this downtime as an opportunity to re-organize, get started on new projects, and bring some new faces into the group. In the past we have primary focused on DJ's, but as a part of our re-organization process we are now looking for help in various other areas. We see a future for FM radio that is vastly different than what we have now, and are ready and willing to work and learn for it. On the morning of September 11th, 2001, Dick Cheney was running several war games in the north eastern portion of the United States. These drills included many hijacking scenarios, where commercial jets were hijacked and flown into buildings. A fictional "scenario" of multiple bomb attacks on London's underground took place at exactly the same time as the bomb attack on July 7, 2005. With these facts in mind you can understand why I'm just a bit apprehensive about the upcoming drills starting on July 27th. National Level Exercise 2009 is a White House directed, Congressionally- mandated exercise that includes the participation of all appropriate federal department and agency senior officials, their deputies, staff and key operational elements. In addition, broad regional participation of state, tribal, local, and private sector is anticipated. This year the United States welcomes the participation of Australia, Canada, Mexico and the United Kingdom in NLE 09. The NLE 09 scenario will begin in the aftermath of a terrorist event outside of the United States, and exercise play will center on preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks. This scenario enables participating senior officials to focus on issues related to preventing terrorist events domestically and protecting U.S. critical infrastructure. NLE 09 will be an operations-based exercise to include: activities taking place at command posts, emergency operation centers, intelligence centers and potential field locations to include federal headquarters facilities in the Washington D.C. area, and in federal, regional, state, tribal, local and private sector facilities in FEMA Region VI, which includes the states of Arkansas, Louisiana, New Mexico, Oklahoma and Texas.
